The Doves are an alliance of brothel madams based in Oarlock. They have a strong but contentious position in Templar politics. They take their name from Dove, an early and influential madam known for her fierce protection of her workers and ability in handling the local authorities and politics. She has a statue in the center of Oarlock and a city holiday. [1]

In the 1960s, the Doves made a major "land grab," building many new brothels in the Oarlock neighborhood, including the now-abandoned Circassian. These buildings were all from the same poor blueprint and constructed quickly and shoddily, though with custom facades to cover this up. [2]

The Doves do not approve of Reclamation or its efforts in the Oarlock. [3]

Doves mentioned in the strip include Orpha Dove, who makes a brief appearance on Nicky Collision's program [4], Verda, Sophronia, Zebulon, and Mahulda. [5]

The position of Dove is elective, but held for life.[6]
